The Bottom Line
To me, Radioactive Man and Fallout Boy in the Lunar Base isn't a must-have environment. Especially when it's priced so high because it is exclusive to Electronics Boutique and Diamond Comics. But if you're a die-hard collector, you should own this for the sheer uniqeness of the characters featured in the "Radioactive Man" episode of The Simpsons.

Guide Review - Radioactive Man and Fallout Boy
This playset of The Simpsons from Playmates Toys features Rainier Wolfcastle as Radioactive Man and Milhouse Van Houten as Fallout Boy. They are positioned on the Lunar Base environment. It's a small environment and only these two figures are compatible.
Radioactive Man says phrases such as, "Somebody hose me down, my legs are tingling!" Fallout Boy also speaks, saying things like, "Jiminy Jillickers, Radioactive Man!"
This playset would make a nice display piece since the details are nice, such as the insignias on their uniforms, the flag on the Lunar Base and Fallout Boy's goggles.
But if you're looking to re-create Springfield from The Simpsons, you would be better off spending your money on the more familiar environments, such as Springfield Elementary, the Simpson house, or Kwik-E-Mart. These playsets are compatible with many more figures sold separately.
